Certainly there is a possibility that someone received a bad product but there are a couple of things that you need to know about this product that most people don't realize about this or laptop batteries in general.
The first thing is that this is a 9 cell battery. The standard for these Dell laptops is 6 cells. Therefore it is bigger and will appear not to "fit." What it does is out the back about an extra half inch. Unless you have a very tight fitting laptop bag, there is absolutely no negative to this.
The other thing to know is that all batteries need to be "seasoned" so to speak. You should run your battery through its full cycle a couple of times when you first get it. That means running the battery all of the way down and then recharging it. When you first put your battery in, the sensor may indicate that it is fully charged but until you run it through a couple of cycles you shouldn't think that your meter is accurate.
